President’s Council Minutes for December 13, 2022

The meeting was called to order by Council President Cal Knol at 6:30PM.

Roll call was taken by Council Secretary, Bev Knol, revealing that we had a quorum. It is noted that there was no representative from building 12.

We next welcomed Scott from Sea Breeze Roofing who talked with us regarding the re-shingling of the clubhouse roof.  He showed us various samples of their roofing materials and colors available. He acknowledged that a permit is required from Lake Worth Beach (which takes about 2 weeks to obtain), and that the project would take an estimated 4 weeks to begin, after a contract is signed.  The removal of the existing solar heating panels and roof shingles will take about 2 days to complete and is quite messy. For safety reasons it will be necessary that we close the pool and deck area during that time. When the re-roofing begins, the deck area located furthest from the clubhouse, would be able to remain open for guest use. Once the old shingles are removed, they would first lay down a rubberized membrane and then the new shingles will be installed. The full work schedule is expected to take between 7 to 10 days, at a total cost of $25,500.00.

The minutes from our November 8, 2022 meeting, which were emailed to council presidents on November 29th, and posted on the web page were reviewed. Jim Carreau made a motion to accept the minutes as written, which was 2nd by Marty Hartman. The motion was approved.

We next welcomed Matthew from Solar Energy Systems to speak with us regarding the new solar heating for our pool.  He noted that our current system was installed in 1996 and has provided us good service, until the last couple of years, when we were frequently resealing water leaks. The current system is now deemed to be damaged beyond repair. The new system is called Heliocol and will consist of 32, 4 X 8 foot panels. The new system is also made of better quality materials, and does not sit directly on the roof. It is raised slightly and supported on brackets, which are nailed directly into the studs or trusses.  There is a 1 year warranty by the installer and a 12 year warranty by the manufacturer.  The total installation cost comes to $15,850.00  Matthew reported they could  begin work, once the re-roofing is completed and inspected. There was also a brief discussion about looking into a solar blanket, to help maintain the pool’s water temperature during the winter months, but no decisions were made.

[Chad Romano, our insurance agent for the clubhouse, pool, and common areas, was also scheduled to attend. However, due to an emergency meeting he was unable to get to us on time, so he will be scheduled to attend our next meeting on January 10, 2023. He will be reviewing the options we have regarding our insurance.  Our present carrier will no longer provide wind coverage and currently the only available company is Citizens Insurance. In preparation for this change, we have had a wind mitigation inspection and an updated appraisal on our clubhouse, pool, and common areas  The inspections have been performed and copies of these reports will be provided.  Our current policy expired in late November, but Chad was able to secure an extension through January 1, 2023. A new policy will be in place by then, but will exclude wind coverage. The wind coverage, of the insurance could be added later, once we have a policy that will cover that portion. According to Chad, the installation of new shingles would likely enhance our ability to get coverage.]

Committee Reports:

Pool and Clubhouse see above information.

Shuffleboard Courts:  Robert reported that they are in good shape and ready for use.

Lawn/Landscape:  Pam Tulchinski is presently not here, but we believe that some re-mulch will be added this year.

Bingo:  Helen Marino reported that she will be having back surgery and not available to work at bingo for part of January and February. No start date has been set, until we get someone to fill that open position.

Craft Club:  Helen Marino reported that they will begin to meet again on January 2, 2023, and Cathy Kilcourse will take charge during Helen’s absence.

Club 2180:  Cal Knol reported that we hope to have at least 1 activity in January, February, and March. The committee has not yet met, but hopes to do so after the 1st of the year.

Following the committee reports a discussion resumed about when we might begin the re-roofing and solar heating installations. In the spring we had talked about completing this project in the summer of 2023. However, we did not expect our current heating system to completely break down, and right now the pool’s water temperature is too cold for most people. We had several minutes of active discussion, which included what buildings may currently have enough in their reserves that would allow this project to move forward. It was determined that an assessment of approximately $159.00 per unit would be needed to fund these estimates After addressing these issues, Peter Metzler made a motion that we move forward on these projects as soon as possible, which was 2nd by Jim Carreau. The motion was put to a vote, and was approved, with Lynn Anderson (building 6) abstaining.

Webmaster’s Report:  Ed Campagnuolo reported that he is getting fewer fake resident requests to join our website at this time.  He reminded presidents that if you have a change of owners, in your building, please email that information to either himself or Cal Knol to keep our website directory as up-to-date, as possible  Our web address has been renewed for another year, and all residents are encouraged to access our private network and also to advise others in our community about our web page address:  lakesidepointgardens.net

New Business:  Cal Knol talked about charging stations for electric vehicles. He reported that if a resident desires to install a charging station, in their personal parking space, we cannot refuse that request. However, the installation and operating expense is totally the owner’s responsibility and it also needs to be aesthetically appealing. It was also suggested that building’s may want to check with their attorneys about updating by-laws addressing this matter.

Ed Campagnuolo brought up the fact that there are way too many oversized items being placed in and around their trash container!  Owners need to notify the city or garbage company about large furniture items and are responsible to arrange pick-up and payment. Building presidents should remind residents that trash containers are for small and regular trash collection only.  Also, if you see someone putting large amounts of trash or construction materials in the containers, please ask them who they are, and what building they are from.  Inform them that containers are for residents use only.

A motion to adjourn was made by Susan Bechtol and 2nd by Helen Marino. The motion was approved.
